What is the project?
Project Description: Proposed multifamily development at the Blanchard Street parking lot:
- 157 market-rate apartment units, a combination of studio, 1-bed, 2-bed and 3-bedrooms in one 5-story building
- Existing public parking replaced (98 stalls) via structured underground parking with access off Wauwatosa Ave and a surface lot accessed from Harwood Ave
- The project includes the Blanchard Street parking lot property as well as 7463 Harwood Ave and 7460 Blanchard Street
- Financial assistance request likely to include a contribution the Affordable Housing Fund
Status: Developer Mandel Group presented the revised Harlow & Hem proposal to the Community Development Authority (CDA) at their February 29, 2024 meeting. The CDA also discussed the revised proposal at their April 4, 2024 and April 23, 2024 meetings. The CDA approved a Vacant Offer to Purchase that outlines the conditions and timeline for sale of the property as defined in Addendum A of the document.
Upcoming Meetings: The development will need to obtain all required City approvals and permits, including but not limited to zoning and design review approvals, along with approval of any financial assistance that is requested. The current meeting timeline is listed below. Please note that this timeline is subject to change based on the developer's submittal of complete applications or action taken by approval bodies; changes to meeting dates would only result in later dates than those listed.
Zoning Approval Process:
The Planned Unit Development (PUD) approval involves both a preliminary and a final review process. Preliminary review requires Plan Commission, Community Affairs Committee and Common Council meetings; final review follows completion of the preliminary process and requires Community Affairs Committee and Common Council meetings.
- Plan Commission - Monday, May 13, 2024 at 6:00 PM for preliminary planned unit development (PUD) zoning approval, rezoning approval, and certified survey map (CSM) parcel combination approval. Plan documents are posted on the City's meeting portal. You can also view an initial plan set. The Plan Commission approved the preliminary PUD, rezoning, and CSM at this meeting and set a Public Hearing date for June 18th.
- Public Hearing at Common Council - Tuesday, June 18, 2024 at 7:30 PM
- Community Affairs Committee - Tuesday, July 9, 2024 at 7:30 PM next step in the preliminary PUD and rezoning process.
- Common Council - Tuesday, July 16, 2024 7:30 PM for the final step of the preliminary PUD and rezoning process.
- Final PUD Approval at Community Affairs Committee and Common Council - Dates TBD based on completion of the preliminary PUD approval and submission of revised plans addressing conditions outlined in the preliminary PUD approval.
Design Review Board (DRB) Architectural Review Process:
- First Meeting - Thursday, May 16, 2024 at 7:00 PM for initial architectural review. Plans are available on the meeting portal. The DRB provided comment on the design and held the item for a subsequent meeting.
- Second Meeting - Thursday, June 20th at 7:00 PM. The DRB provided additional comment on the design and held the item for a subsequent meeting.
- Third Meeting - Thursday, November 21, 2024 at 7:00 PM. Continued discussion and possible action on the design of the project.
Request for Financial Assistance Approval Process:
- Financial Affairs Committee and Common Council - Dates TBD based on completion of a negotiated term sheet submitted for consideration of the Financial Affairs Committee.
Public Comment: Public comment was taken at each CDA meeting. Additionally, there is the opportunity for public comment at the Plan Commission, Council Public Hearing, Council Committee and Design Review Board meetings as the development moves through various City approval processes.
